An active contributor is a distinct person who triggered at least one pipeline run in the rolling last 30 days. That's the whole definition — no seats, no licenses.
You are billed for the people who actually trigger pipeline runs — never for viewers, managers or finance folks reading the dashboard. Dashboard-only members are never counted.
Dependabot, Renovate, service accounts and other automation are excluded automatically. You can also exclude any actor yourself — say, an external drive-by contributor — right from the settings page.
Invite your whole company. Membership never affects the bill — only pipeline-triggering people do. Paid plans bill a minimum of one contributor.

Every limit is a visibility window, never a delete: your pipeline data is never deleted and organization-level sync never stops, whatever the plan.

A distinct person (per provider login) who triggered at least one pipeline run in the rolling last 30 days. Bots and system triggers are excluded automatically, and managers can exclude any actor — for example an external open-source contributor — from the settings page. Dashboard-only members are never counted.
Counting is per provider login, so the same human with two logins would count twice by default. If that happens to you, exclude one of the identities in settings — excluded actors are never billed. We'd rather give you the knob than silently guess who is who.
Your organization simply continues on the Free plan. Nothing is deleted, sync never stops — the dashboard window and quotas narrow to Free limits, and everything widens back the moment you upgrade.
Only how far back the dashboard and reports can look: 7, 30 or 60 days depending on the plan. Your data is never deleted — history keeps deepening from your first sync onward, so upgrading instantly unlocks the longer window over data you already have.
